Qualifications

Hon. Dr. Otiende Amollo S.C M.P holds an LL.B (Hons) degree from the University of Nairobi and an LL.M (Hons, Public Law) degree from the same university. He was admitted to the Roll of Advocates in 1996 and holds a Diploma from the Kenya School of Law. Dr. Amollo also possesses a Certificate in Human Rights & Humanitarian Law from Lund University. He is a Certified Public Secretary, a Notary Public, and a Commissioner for Oaths.

Experience

Hon. Dr. Otiende Amollo S.C M.P is a former Chairperson of the Commission on Administrative Justice (Office of the Ombudsman) of the Republic of Kenya, serving from November 2011 to early 2017. He is widely recognized for successfully petitioning the Presidential Election of 8th August 2017, leading to a new election on 26th October 2017. His legal career spans over 22 years, during which he has championed human rights and transformed the Kenyan legal landscape.

Before his tenure as Ombudsman, Dr. Amollo served as one of nine experts in the Committee of Experts that drafted the Constitution of Kenya 2010. He has also chaired the International Commission of Jurists (Kenya – Section), Action Aid International (Kenya), and served as Secretary General of the East Africa Law Society. He has contributed significantly to legislation, including The HIV/AIDS Management and Control Act and The National AIDS Commission Bill.

Dr. Amollo’s expertise in Constitutional Law, the African Human Rights System, and HIV/AIDS and the Law is well-regarded, supported by extensive research and presentations. He has received numerous commendations and awards, including the Elder of the Burning Spear (EBS) of the Republic of Kenya.

He was conferred with the rank of Senior Counsel in July 2022, in recognition of his exemplary service in the legal and public service sectors. Dr. Amollo signed the roll of Senior Counsel on 26th November 2022. He is also a Certified Professional Mediator (CPM), embodying his commitment to alternative dispute resolution and legal excellence.
